Q：没收到attach complete，算附着成功吗？【看到NSA的附着流程，网络下发attach accept的之前，终端发了关机请求，没有attach
complete消息，这个算附着成功吗？但网络是下发了attach accept消息的。】
A：查了下规范，应该不算的。Upon receiving an ATTACH COMPLETE message, the MME shall stop timer T3450, enter state EMM-
REGISTERED and consider the GUTI sent in the ATTACH ACCEPT message as valid.
--收到complete，MME这边才进入注册态。
ATTACH COMPLETE message together with an ACTIVATE DEFAULT EPS BEARER CONTEXT ACCEPT message contained in the
ESM message container information element to the network.
---而且complete还包含了对缺省承载接受的确认。
